Un January 16th His kajesty's Consul-General at Canton in onsultation with Governor of Hong-wong telegraphed that Chiness

hong-kong were willing to furnish Canton Government with questic loan of twenty million dollars provided that effective

rein control was imposed by central government, It was Bug- sted that I should induce President to accept this principle

d instruct Canton accordingly.

I replied that scheme seemed to me more practicable and Te consonant with British interests than the international one spored by agent of long-hong and Changhai Bank and that central frornment would probably sanction any arrangement regarding
